On 19 May 2000, Chinese Domain Name Consortium (CDNC) was officially set up in Beijing by four network information center from cross-strait (CNNIC, TWNIC, HKNIC and MONIC). Researcher Hua-Lin Qian, the Vice Director of Steering Committee of the China Internet Network Information Center was elected to be the Co-chair of first CDNC.

As an independent and non-profit organization, CDNC is mainly taking in charge of the coordination and regulation about Chinese domain names around the world. Upon the using of domestic domain names has becoming more important in China, thus plenty of organizations and companies in China and abroad are showing more interest and actively joining the research and the related introduction work about Chinese domain names. However, with the lack of adequate communication and coordination between one another, there arise many differences from the idea of design to the implementation techniques of the Chinese domain names. To avoid these problems, the four NICs joined together and finally set up CDNC for improving the related introduction and coordination work of the Chinese domain names.

In the future, CDNC will be responsible for evaluating all projects related to Chinese domain names by the following conditions: strictly comply with the international criterion, set a technical standard and the criterion for Chinese domain names registration. To coordinate with the operation of Chinese domain names in the other countries or regions, hence actively communicate and cooperate with the international network organizations for both setting and introducing the related international standards to the public. CDNC established the consultant organization as Registry Policy Work Group, Technical Work Group, and Co-operation Business Work Group etc. In fact, CDNC is an open organization facing international society, for the interested party or group from China or abroad with the relevant professional knowledge could apply to be the member of the consortium.
